About

Kristin Hamernik West is the Director for Research Ethics and Compliance at COGR (Council on Governmental Relations), an association of over 200 of the leading U.S. research universities, affiliated medical centers, and independent research institutes. She provides regulatory analysis, advice, and policy perspective to COGR member institutions in the areas of human subject research (including drug and device research), laboratory animal research, research integrity, biosafety, conflicts of interest, and research security. Ms. West works with research institutions, governmental agencies, and other organizations to develop a common understanding of the impact that laws, regulations, and policies have on the conduct of research activities.

Prior to joining COGR, she had a long career at Emory University, serving first as Sr. Associate General Counsel in the Office of General Counsel and later as Emory's Chief Compliance Officer. At Emory, she was responsible for providing legal and regulatory advice to research oversight committees including the Institutional Review Board, Institutional Animal Care and Use Committee, and Institutional Biosafety Committee. She also served as Emory's Chief Privacy Officer and Research Integrity Officer. Prior to working at Emory University, Kristin was a federal prosecutor for the United States Department of Justice, Antitrust Division where she conducted investigations into and prosecution of violations of federal antirust laws.

Kristin is a certified as a Health Care Research Compliance Officer by the Health Care Compliance Association. An expert in research compliance, she has been invited to give numerous presentations on a wide variety of research compliance issues. She has also been published in the Research Compliance Professional’s Handbook, 3rd ed. Ms. West is an active member of the State Bar of Georgia.
