Caroline Kaeb is a Policy Officer with the European Commission’s Department for Communications Networks, Content, and Technology working on blockchain and digital innovation issues. In her academic capacity, she is a Senior Lecturer on Information Communication Technologies and Human rights at Loyola University School of Law. She co-leads the Business & Human Rights Pillar at the Zicklin Center for Normative Business Ethics Research at The Wharton School where she recently organized a closed-door workshop with corporate representatives and stakeholders on “Online Technologies and Respect for Human Rights in Conflict and High-Risk Areas.”

Prior to joining the European Commission, Dr. Kaeb was a Foreign Legal Adviser at Masuda Funai Eifert & Mitchell, Ltd., where she consulted on cross-border corporate matters, European business law, corporate compliance, and data privacy (GDPR). During 2018, she served as the UN deputy special expert on UN assistance to the Khmer Rouge trials. In recent years, Dr. Kaeb spearheaded high-level international projects, supported by the American Bar Association among others, regarding the development of normative criteria and operational guidelines for corporate engagement with public policy issues and the development of a new systemic funding mechanism for the victims of atrocity crimes in consultation with governments, international organizations, and financial institutions. 

Academic Appointments

Previously, Dr. Kaeb was an Assistant Professor of Business Law and Human Rights at the University of Connecticut School of Business, where she held a joint appointment at UConn’s Human Rights Institute. Her research applies a human rights methodology to questions of corporate responsibility, social impact, and corporate compliance with a particular focus on behavioral regulatory design. Dr. Kaeb’s work has been featured in leading law journals and other professional and online outlets. Dr. Kaeb held visiting faculty positions on corporate law and responsibility issues at Northwestern Pritzker School of Law, the University of Chicago Harris School of Public Policy, LUISS Business School (Rome), and was an affiliated faculty member at the Ford Motor Company Center for Global Citizenship and the Kellogg School of Management.

Additional Activities

In her academic capacity, Dr. Kaeb also serves (as an alternate member) on the board of the Global Network Initiative (GNI), a multi-stakeholder initiative promoting and protecting freedom of expression and privacy online. She is a member of the academic constituency of GNI, in which she has been engaged since 2010 in different capacities, including recently as Co-Chair of the Learning Committee. Dr. Kaeb was a founding member and longtime co-chair of the Working Group on Business and Human Rights with the UN Global Compact’s Principles for Responsible Management Education (PRME). She also was a long-term member on the advisory board of the American Bar Association’s Business and Human Rights Project, a Distinguished Fellow of the Searle Center on Law, Regulation, and Economic Growth at Northwestern University, and a member of the Governance Committee of the Columbia University Teaching Business and Human Rights Forum.
